For 2025, PNOC EC complied with environmental commitments under the Environmental Compliance Certificate of COC 41 project, regular monitoring of wastewater discharges, ambient air, and noise to reduce the environmental impacts of the Company’s project. Waste segregation, proper handling and disposal of hazardous wastes are continuously practiced in field sites. Recyclable materials were sorted in Material Recovery Facilities (MRF) to promote waste reduction and recycling. Yes For 2025, PNOC EC, continues to demonstrate its commitment to improving HSSE performance through the regular review of its HSSE Management System. This ongoing process underscores PNOC EC’s commitment to embedding HSSE principles across all operational areas, reinforced by consistent dissemination of HSSE-related updates and sustained learning and skills development programs. Health Management and Awareness The health and well-being of employees remain a core pillar of PNOC EC’s corporate responsibility. Through comprehensive health management and awareness programs, the Company fosters a safe, healthy, and supportive workplace that enables employees to perform effectively and sustain their personal and professional well-being. Throughout the year, the Company implements a range of initiatives aimed at supporting employees’ physical, mental, and emotional well-being as part of its commitment to holistic health management. Activities include: 1. provision of basic medicines, vitamins, influenza vaccinations, and essential medical supplies 2. ensuring a safe and healthy workplace through quarterly quality testing of drinking water within office premises 3. assessments of pre-employment medical examination results and regular monitoring of annual physical examination outcomes. 4. availability of health-related articles and educational lectures to employees to further enhance awareness and understanding of health management practices. The Company also implemented a three-month Health and Wellness Program which recognizes employees who actively promote and practice a healthy lifestyle. In addition, other health initiatives such as a bloodletting drive conducted in partnership with the National Kidney and Transplant Institute (NKTI) and the administration of pneumococcal vaccinations were carried out. For field office, PNOC EC was able to conduct an annual physical examination for Mine 3 administration office staff and random drug testing of Mine 3 personnel. Operational Safety and Security The safety and security of the Company’s petroleum and coal operations remain a primary focus. PNOC EC implements robust safety management systems and security protocols to safeguard its people, assets, and the environment. Through strict adherence to regulatory requirements and industry’s best practices, the Company works to maintain a secure operating environment, effectively manage risks, and continuously strengthen its safety culture. PNOC EC completed the inspection of Port of Irene and the transport route leading to the SC 37 Chico-1 Well drill site in Santiago, Isabela as part of the Journey Management Plan for the ongoing petroleum exploration project. Activities conducted in mine operations included discussions with personnel from the HSSE, Maintenance, and Mine Operations teams focusing on the assessment of electrical and mechanical equipment used in Mine 3, as well as the conduct of an extensive safety awareness training program for all personnel. A cascading overview of the DOE Coal Mine Safety and Health Rules and Regulations, along with briefings on specific operational procedures, including mine portal development, installation of steel arches during development and repair stages, longwall installation of supports and slicing, and the guidelines on the use of man-riding cars. Moreover, the Emergency Response Plan for the Malangas Coal Terminal was successfully approved. PNOC EC maintained close coordination with government security forces and relevant agencies to support security and situational awareness during project operations. Peace and order assessments were conducted in the municipalities of Diplahan, Imelda, and Malangas, covering the COC 41 and COC 204 project areas. The Company also coordinated with a designated training provider for the conduct of a two-day Maritime Security Awareness Training for MCT and concerned personnel (April 2 to 3, 2025). Support was also extended during MCT’s journey towards its compliance with the provisions of the National Security Program for Sea Transport and Maritime Infrastructure (NSPSTMI) based on the International Maritime Organization (IMO) standard, and being required by the Office for Transportation Security (OTS)–DOTr, which resulted in the issuance of a full-term Statement of Compliance for a Port Facility (SoCPF) valid for five (5) years from 12 November 2025 to 11 November 2030. To strengthen the Company’s safety culture and HSSE management system at the Head Office, several structured activities were implemented. These included HSSE orientation programs for new employees, General Services and Security personnel; conduct of Fire Prevention Seminars and Firefighting Exercises; regular dissemination of weather advisories via email; and adherence with office and site inspection requirements. The Company also participated in the quarterly Nationwide Simultaneous Earthquake Drill (NSED) in coordination with the Department of Energy (DOE). Fire safety inspections at the Head Office were facilitated in coordination with the Bureau of Fire Protection (BFP), alongside the facilitation of Disaster Risk Reduction and Management (DRRM) awareness program in compliance with GCG Memorandum Circular No. 2024-01. In addition, risk assessments were prepared in relation to the announcement of the cessation of Coal Operating Contract (COC) 41 operations and the corresponding decommissioning plan, and the preparation of the Public Service Continuity Plan (PSCP) was facilitated.

Yes For 2025, As part of the Company’s Environmental, Social and Governance framework, PNOC EC places strong emphasis on environmental management by implementing programs and initiatives that support sustainable development and responsible operations. Programs and key initiatives include the following: 1. Applications and renewals of pertinent permits, clearances, and accreditations covering the Company’s various activities. 2. Strict compliance with the ECC conditions and other applicable regulatory requirements, including: proper solid waste management through the utilization of the Materials Recovery Facility (MRF); quarterly preventive maintenance service (PMS) of the genset, as required under its Permit to Operate; regular ambient air monitoring (with sampling conducted on 28 January 2025 for Q1, 13 June 2025 for Q2, and 30 September 2025 for Q3) and wastewater monitoring; and the timely submission of all reportorial requirements to DENR-EMB. 3. Conduct of quarterly MMT meetings for the COC 41 Coal Mining Project, with the Q4 2025 session held in person, marking the first face-to-face meeting since the pandemic. The meetings were conducted as follows: Q1 on 22 April 2025, Q2 on 10 July 2025, Q3 on 14 October 2025, and Q4 on 21 January 2026. 4. Continuous compliance with air and water quality standards across all project sites. 5. Strict adherence to the terms and conditions of the Certificate of Non-Coverage (CNC) and other applicable permits and clearances; and 5. Keeping up with good oil and coal industry practices.

The Office of the Corporate Secretary, as the repository of Board Assessment Questionnaire, individually sends and collects the Performance Appraisal Form of each Member of the Board to assure the integrity and confidentiality of such. |
