INVITATION TO BID
PNOC Exploration Corporation (PNOC EC), through its 2010 Corporate Budget intends to apply the sum of Five Million Two Hundred Ninety One Thousand Pesos (Php5,291,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the SUPPLY, DELIVERY AND INSTALLATION OF ONE (1) SET DISASTER RECOVERY (DR) REPLICATION SYSTEM FOR PNOC EC (the “Project”). Bids received in excess of the ABC shall be automatically rejected at bid opening.
PNOC EC now invites sealed bids for the Supply, Delivery and Installation of One (1) Set Disaster Recovery Replication System for PNOC EC located at Bldg. 1, Energy Center, Ft. Bonifacio, Taguig City. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project.
Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations of Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act,”. Bidding is restricted to Filipino citizen/sole proprietorship, partnerships, or organizations with at least sixty (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5182 and subject to Commonwealth Act 138. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.
A complete set of Bidding Documents may be purchased by interested Bidders from PNOC EC’s Procurement Section (c/o Mr. George N. Alejandro) starting July 23, 2010 upon payment of a nonrefundable fee in the amount of Pesos: Five Thousand (Php5,000.00). The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative. It may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.
For the purpose of clarifying certain issues, a pre-bid conference for the Project will be held on August 4, 2010, 9:00 A.M. at PNOC EC Head Office, Energy Center, Ft. Bonifacio, Taguig City.
Sealed bids must be submitted in three (3) sets each to PNOC EC’s Bids and Awards Committee, Bldg. 1, Energy Center, Fort Bonifacio, Taguig City not later than 2:00 P.M., Philippine Time on August 16, 2010. The bids shall be publicly opened immediately thereafter. Late Bids shall not be accepted.
PNOC EC reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
